Thanks for you help. Furthermore, installing the wrong Dell drivers can make these problems even worse.
I tried downloading Dell support assist to help me diagnose the other problems delll it doesn’t even open.

The hardware support is typically really good for Dell systems so having the problem of hardware not working shouldn’t be much of an issue other than possibly the wifi, though that is optipleex and less common to have problems with these days. Alternately, depending on what you are using the system for, you might want to check into Linux as well. We are not a review site. Linux Mint and Ubuntu are pretty easy to navigate and operate if you’ve never used them before. I couldn’t find an iso of a 64 bit version.

I don’t know what you plan controlller using the system for but I would recommend getting a 64bit version if possible.
